of There Being Anyone Out There?

Vanishingly small. Indeed, infinitesimal. The buzz surrounding the search for Extra-Terrestrial Intelligence project (ETI), akin to the spiritualism, fairy photography, and colonic irrigation crazes of earlier eras (and no doubt future eras as well), needs only a trained gimlet eye in order to be exposed for the chimera that it is. I propose my own.

But first, a few words about my qualifications. I have none. My scientific credentials derive from an avid interest acquired in olden days from a youthful reading David Dietz’ The Story of Science, but alas, always dampened by mathematical incompetence. Also, since I plan on bringing up the subject of Fundamentalist religion later in this article, I should state that I am not and have never been a Fundamentalist, although I must confess to being uncomfortable about finding myself so often among their “fellow travelers” (and would therefore appreciate their public disavowal).

With preliminaries out of the way, we turn to the meat of the subject. I must be brief, for there isn’t any. No one of sound mind has ever seen, heard, felt, or otherwise interacted with an intelligent extra-terrestrial. Or if they have, they are (wisely) keeping quiet about it. This is a cruel fact of nature. There is a paucity of evidence for ETI. In other words, none whatever.

Ah, but there is, say the ETI searchers. You just have to know where to look.

Now we enter a realm in which I am eminently qualified, having just read Mark Twain on statistics: “Lies, damned lies, and statistics.” For the entire case for the existence of extra-terrestrial intelligence is based on Twainian statistics. In the absence of any solid empirical evidence, it has to be. So I shall demonstrate, according to these same statistical formulae, that there are no ETI’s.

The ETI searchers base their quest on the Vastness of the Universe (VotU) stochastic principle. We know that there are trillions (Quadrillions? Gazillions? I told you I was a mathematical incompetent) of stars in the universe. We can actually see some of them. Some of these stars have planetary systems. We can see these too, or at least detect evidence of their existence.

But VotU takes matters a step further, beyond what we can actually observe: VotU informs us that some of these systems have life-supporting planets, and that some of these planetary life-forms have evolved intelligence akin to or beyond our own. Hence the search for Extra-Terrestrial Intelligence! VotU proves you’re out there. We just have to look for you.

VotU accomplishes this remarkable feat on the basis of Twain’s statistics. Let me demonstrate. If there are “some” planetary systems in the Vastness of the Universe, then there must be a lot. “Some” as a fraction of infinite vastness is still a mighty big number. By the same logic, “some” of “some” is still pretty big. So some of these planetary systems must contain planets that harbor life, and some of these life-forms must have evolved intelligence – well, you get the stochastic principle, and if you don’t, you’re too dumb to be reading this article.

But if you are with me so far, you are now trapped! And by your own logic, too! For if our intelligence leads us to search for intelligent life-forms “out there,” then it stands to stochastic reason that They are also searching for us. It would be the sheerest human egocentrism to think that only we have arrived at this level of scientific curiosity. Not only that, we must assume that “some” of these extra-terrestrial searchers are a lot smarter than we. After all, who are we to believe that our evolution has achieved the highest form of intelligence and technological competence.  A little humility, please.

So the question arises, why have we not heard from these “smart ones?” Why do we have to shoulder the SETI burden alone? But it appears that we do, in embarrassing violation of VotU stochastics.

Ah, but perhaps the Smart Ones are so smart that they deliberately refrain from contacting us, out of respect for our puny human limitations, or because they are waiting for us to destroy ourselves so they can colonize our planet, or whatever. But even these speculations contradict VotU. “Some” of the Smart Ones may not be as smart – or may be a lot smarter – than the others. Statistically speaking, that fraction of the Smart Ones must be conducting their own SETI projects. Yet we have not heard from them either.

The conclusion is inescapable, based on sound VotU principles, that They are not Out There. The ghastly fact is that we are alone in the Universe. We are peerless.

How shall we treat this stunning news? I don’t know how you may react to it, but I must tip my hat to the Fundamentalists, who somehow have preached it all along, without benefit of Twainian statistics. God bless ‘em. They seem to know something we do not.

America, the Indispensable Nation


“Madeleine Albright, Bill Clinton's Secretary of State, called America the ‘indispensable nation’ a decade ago.”

So writes the Wall Street Journal in its lead editorial on Oct. 10, 2009, commenting on the Nobel Peace Prize award to President Barack Obama (attached). The Journal reveled in the delicious irony of Madam Albright’s remark:

Mr. Obama sees the U.S. differently, as weaker than it was and the rest of the planet as stronger, and so he calls for a humbler America, at best a first among equals, working primarily through the U.N. The world's challenges, he emphasized yesterday, "can't be met by any one leader or any one nation." What this suggests to us—and to the Norwegians—is the end of what has been called "American exceptionalism." This is the view that U.S. values have universal application and should be promoted without apology, and defended with military force when necessary.

No doubt the former Secretary of State wishes she hadn’t uttered her memorable phrase, or at least that President Obama’s critics hadn’t pounced on it.

But the Journal misinterprets the Nobel Committee’s agenda. It is precisely because the “American exception” has proven the world’s rule that the prize was bestowed. Far from attacking American values, the Nobel Committee – and President Obama – reaffirmed them. In the Journal’s own words, “Mr. Obama sees the U.S. … as weaker than it was and the rest of the planet as stronger, and so he calls for a humbler America, at best a first among equals, working primarily through the U.N. The world's challenges, he emphasized yesterday, ‘can't be met by any one leader or any one nation’.”

“American exceptionalism” never had anything to do with America’s global power. In decrying the hegemonic presumption supposedly associated with being the world’s only superpower, both the Committee and the President actually repudiated the traditional European reliance on upholding powerful states in securing a peaceful and orderly world, through old-fashioned Realpolitik, balance-of-power calculations, and deterrence. Exceptionalism has always stood apart from that “Old World” realm, and counterposed to it the values associated with the American Enlightenment, the values of national self-determination, human rights, anti-imperialism and radical individualism. Exceptionalist doctrine crystallized in the 19th Century era of American isolation from Europe’s “corruption” and “decadence” and its entangling games of power politics.

Covert European anti-Americanism undoubtedly contributed to the motives of the Nobel Committee, but the values which the Committee publicly rewarded, and which President Obama acknowledged in his message of acceptance, were affirmations of precisely the exceptionalism that made America a unique nation, and as such were a fundamental rejection of what might be termed “European exceptionalism.”

The source of the confusion between the ideals of  “American exceptionalism” and the realities of American power lies in the old bipolar world which emerged as the de facto result of World War II. America was obliged to become a superpower by virtue of the fact that if it hadn’t, the Soviet Union, by default, would have had the field to itself – unacceptable to everyone (except the Soviets), especially the still quite anti-American Europeans. But now the confusion has different roots. The Soviets are defeated, but America remains – as the world’s only superpower!

America now finds itself in a position not unlike that of the world’s economic system, capitalism: hegemonic by virtue of having no substantial opposition! And the putative opponents of both of these hegemonies end up strengthening them with their anti-establishment effusions. The proponents of American power seek to defend its superpower status by inventing surrogate after surrogate for the old Soviet menace, ranging from Saddam’s Iraq, to Iran, to North Korea, to Islamic terrorism, to rising Chinese economic power, to reborn Russian totalitarianism. You name it, there’s an expert and his associated think tank who will forecast it. But the world, and Americans, grow jaded. So the enemies of American power retaliate by seeking to weaken American might. Of course to do so they must strengthen all the global Americanizing tendencies they so loathe.

America defeats her antagonists with the wall of indispensability: you can’t beat somebody with nobody. In other words, if you want to tear down America, you can only do it by Americanizing the world. And that’s where capitalism, the indispensible system, comes in.

Yoram Hazony’s essay, published in his “Jerusalem Letters” email series on July 14, 2010 (http://via.readerimpact.com/v/1/792bc4b1ec4cad1e102bfb9bbcc0325c6b7210346658c26c), has had a substantial impact on Jewish political opinion both in and out of Israel. Hazony certainly deserves credit for presenting a significantly original perspective on the so-called Delegitimation crisis now facing Israel. It deserves the widest possible circulation.

And yet it is dangerously flawed. We wish to point out these flaws in the context of expressing our overall appreciation of Hazony’s contribution, which opens new pathways for understanding Israel’s current predicament even as it closes off consideration of the necessary steps which the Jewish state must take to overcome the dilemmas he so eloquently describes.

Hazony’s essay is deeply indebted to the ideas of Thomas Kuhn’s The Structure of Scientific Revolutions, first published in 1962. This approach is itself rather novel in conservative and neo-conservative  thinking, which has not previously been noted for its sympathy with Kuhn’s remarkable sociological analysis of scientific thought. Conservatives have tended to dismiss it as an early expression of postmodern “deconstructionism” – and as such, a pernicious influence on Western intellectual development. Hazony instead offers this glowing description of Kuhn’s book,

… the most influential academic book of the last half century, selling over a million copies in a dozen languages. Kuhn’s book dropped a depth charge under the foundations of academic thinking about the way we search for truth, and about the way we come to believe the things we believe. And although the subject of the book is the way the search for truth works in the physical sciences, it has implications well beyond the sciences.

Kuhn describes the “progress of science” as taking place not as a steady, incremental advance in mankind’s knowledge of nature, but through a series of “paradigm shifts,” each of which produces what he calls a “scientific revolution.” In between these revolutions, science does proceed in an incremental, step-by-step fashion, locked into the reigning paradigm, which not only supplies a coherent perspective on nature, but also a regnant definition of the very nature of science. Until a revolution disrupts their sense of certainty, most scientists are not even aware of operating under a paradigm. It is only when paradoxes arise that cannot be adequately explained under the old paradigm, stimulating “geniuses” like Copernicus, Newton or Einstein to present alternative paradigms, that this awareness emerges. Even then, scientists trained under the old paradigm tend to reject the new. Since paradigms define the very nature of the factual, they find themselves unable to comprehend even the terminology, much less the advantages, offered by the new paradigm. As Hazony quotes Kuhn,

The proponents of competing paradigms are always at least slightly at cross-purposes. Neither side will grant all the non-empirical assumptions that the other needs in order to make its case…. [Thus while] each may hope to convert the other to his way of seeing…, neither may hope to prove his case. The competition between paradigms is not the sort of battle that can be resolved by proofs.

As a result, actual paradigm shifts must often await the generational shift that occurs when the older generation of scientists dies out and is replaced by their younger, presumably more open-minded juniors.

Hazony invokes Kuhn in order to throw light upon a subject that has vexed many of Israel’s supporters, both left and right: why Israel is subjected to one campaign after another “of vilification in the media and on the campuses and in the corridors of power—a smear campaign of a kind that no other nation on earth is subjected to on a regular basis. “We know we will again see our nation treated not as a democracy doing its duty to defend its people and its freedom, but as some kind of a scourge.” He notes that while the left and the right differ in their responses to these campaigns – the left emphasizing policy changes, the right better PR efforts – the overwhelming evidence is that neither of these two approaches has the slightest effect in changing the minds of those who mount these campaigns, and those who are influenced by them. This impotence prevails despite the tremendous weight of factual evidence gathered by Israel’s supporters disproving the allegations upon which the campaigns are based.

According to Hazony, the reason for this abject failure lies in a tremendous paradigm shift which, unnoticed in Israel, has overtaken public opinion in Western Europe, where most of the anti-Israel sentiment has its home. He argues that it is this paradigm shift, not traditional European anti-Semitism, or even the influence of Arab petrodollars, which accounts for Israel’s political isolation and progressive delegitimation.

In order to grasp the significance of a paradigm shift, one must first understand the nature of the paradigm which has been replaced. Hazony argues that Europe’s old paradigm – which it bequeathed to the world (including Israel) – was based on nationalism. Nationalism is the ideological paradigm of the international system which arose in Europe simultaneously with the emergence of the nation-state:

The defeat of the universalist ideal in the Thirty Years’ War in 1648 led to the establishment of a new paradigm for European politics—one in which a revitalized concept of the national state held the key to the freedom of peoples throughout Europe. By the late-1800s, this idea of national liberty had been extended to the point that it was conceived not only as a governing principle for Europe, but for the entire world. Progressives such as John Stuart Mill and Woodrow Wilson championed the sovereign nation-state, which would have the right to defend its form of government, laws, religion and language against the tyranny of imperial actors, as the cornerstone of what was ultimately to be a new political order for humanity. Herzl’s Zionist Organization, which proposed a sovereign state for the Jewish people, fit right into this political understanding—and indeed, it was under British sponsorship that the idea of the Jewish state grew to fruition. In 1947, the United Nations voted by a 2/3 majority for the establishment of a “Jewish State” in Palestine. And the birth of Israel was followed by the establishment of dozens of additional independent states throughout the Third World.

According to Hazony, the “new paradigm for European politics” launched in 1648 was subjected to a vigorous philosophical assault by Immanuel Kant in a 1795 essay entitled Perpetual Peace: a Philosophical Sketch. Kant denied that the nation-state could be the basis of a moral world order, since the selfish sovereign claims of such states would always conflict with the universal need for global peace and harmony. A single international state must emerge, abolishing individual national sovereignties and bringing all of mankind under its purview.

Kant’s visionary Sketch  was relegated to the realm of the utopian by most Western thinkers, until the carnage of two world wars came to be seen as a result of nationalism run amok by many influential political intellectuals, especially but not only in Europe. Although not openly declared as their objective, the Kantian program of an international state deriving its authority from the demolished sovereignties of formerly independent nations has become a sort of hidden European agenda in world affairs. This hidden agenda is the paradigm shift which has stealthily washed the solid nationalist ground out from under Israel’s Zionist foundations. Not Israel as a Jewish state, not even Israel as an allegedly colonialist imposition, but Israel as a sovereign nation-state represents an unacceptable affront to this new paradigm, since no realistic proposal for peace in the region can be devised which does not involve sovereignty concessions by Israel – but no such concessions can be offered by Israel which do not involve the eventual sacrifice of her national existence. Europe’s peoples, who have already conceded much of their own national sovereignties, simply cannot see what Israel’s problem is with such concessions.

The obvious problem with Hazony’s analysis is that it leaves Israel sealed within a coffin with “NO EXIT” signs prominently engraved on all 6 interior surfaces. If there has indeed been a “paradigm shift” in European and (since the election of Obama) American politics, and this paradigm shift has left Israel stranded in a realm of 19th and 20th Century nation-states even as the rest of the world has rushed beyond nationalism into the heady new world of Kantian political globalism, then Israel is well and truly doomed by the iron dialectic of Kuhn’s scientific revolutions. All the academic writings of the think tanks, all the military prowess of the IDF, all the political gyrations of the government, all the economic miracles of Israeli business, are not going to put the Humpty-Dumpty of national sovereignty back together again in such a world. Israel will be illegitimated by the new paradigm of international relations. And since Hazony has already conceded that Israel’s legitimacy was conferred from above, that is, by the “international community” such as it existed under the “old paradigm,”

Let’s begin with the old paradigm, which is the one that granted Israel its legitimacy in the first place. The modern state of Israel was founded, both constitutionally and in terms of the understanding of the international community, as a nation-state, the state of the Jewish people….
 ….In 1947, the United Nations voted by a 2/3 majority for the establishment of a “Jewish State” in Palestine. And the birth of Israel was followed by the establishment of dozens of additional independent states throughout the Third World.

neither Hazony nor Israel is equipped to argue that this community is unqualified to deny legitimacy under the operation of the “new paradigm.” After all, the right of the “international community” under the old paradigm to confer legitimacy was highly dubious; such powers belong to sovereign entities, and no international organization, including the United Nations, claimed the rights of sovereignty. If legitimacy nonetheless descends upon a fledgling state from the supra-national realm, then how much more credible is such a descent – or its denial – when that realm has begun to acquire some of the attributes of sovereignty which hitherto it lacked? In short, if we argue that the UN General Assembly’s 2/3 vote legitimated Israel’s existence as a sovereign state, then why, constitutionally speaking, cannot the same mechanism be employed under the new paradigm to deprive Israel of that legitimacy?

The problem with Hazony’s coffin is that it is constructed out of the materials of Western Civilization rather than those provided by our own Jewish tradition. It needs to be turned from a coffin into a platform. To do so, we need only realize one thing: the 1648 paradigm shift which Hazony describes as legitimating the modern international system never occurred. The European system of international relations that emerged from the Treaty of Westphalia was based on a grand compromise between the Protestant and Catholic nations of Christian Europe. This compromise was carried out not to realize but to avoid a “paradigm shift” – the shift which the Protestant reformation had been struggling for over a century to achieve. The architects of the Roman Catholic counterreformation were well aware of what that shift would have meant (in many cases, more aware than their Protestants opponents): the “Judaization” of Christianity, or, in Kuhn’s terminology, a religious revolution.

The core of this revolution was expressed in Protestantism’s devotion to the “Old Testament,” to Talmudic and other Judaic sources for its interpretation, and to a fundamental rejection of the sacrament-dispensing role of the Church’s clerical bureaucracy. But the Reformation sued for peace before it could achieve this program. Except for a few marginal denominations like the Unitarians, it was never able to surrender its allegiance to the pagan man-God savior figure of Jesus and to its accompanying Trinitarian theology which so deeply corrupted Judaism’s monotheist worldview. Protestantism settled for Catholic recognition of its hegemony in the lands which its princes had conquered; the Church congratulated itself for having saved the most fundamental principle of Christianity and hoped for a better day when it might yet triumph. Out of this stalemated Christian schism, there emerged those twin symbols of the disgrace of religion: the all-powerful secular state, and the Enlightenment – and a de facto international system based on expediency rather than legitimacy.

It is the illegitimacy of the international system, the fact that the paradigm shift which Hazony thinks occurred in 1648 was actually strangled in its cradle, that is the curse of the modern world. Our nation did not win its independence in the U.N. It won its independence in the same place every legitimate nation wins theirs: in a revolutionary war of independence. Ben Gurion and his minions downplayed that fact because it reflected too much credit on the Irgun and Menachem Begin. But the fact is that the international system has no legitimacy to confer or deny. It is a realm of anarchy, governed only by the law of the jungle. Its “authority” is fictitious.

The current attack on the nation-state is real, but it is not revolutionary. It is counterrevolutionary in the truest sense of that word, nothing less than the recrudescence of the unitary imperial principle in world affairs, and as such represents the failure of the Protestant paradigm shift to take place, not its revolutionary overthrow. Its aim is to build a second Tower of Babel, and the tools which it will find it necessary to employ in this endeavor are both anti-Semitic and totalitarian.

If the rise of Naziism was insufficient to mark the end of Judaism’s deadly love affair with Western Civilization, then surely the West’s shameful abandonment of its own highest institutional creation – the modern democratic nation-state – in a calculated act of revenge against its own Jewish roots, ought to be sufficient. The question is, will our best intellectuals, scholars, and political thinkers be able to meet the challenge which this repudiation has set? Yoram Hazony’s essay suggests that the first step – recognition – has been taken. But what next?

Lies were not the only bodyguard which capitalism had had to employ to defend itself against socialism. We turn our attention from ideology to sociology.

It is time to recognize that the once-honorable professions, medicine, law, accountancy and education, have been converted into sinecures for the protection of middle-class privilege. Their remuneration and status has grown in inverse proportion to their actual social contributions. Instead of autonomous, self-governing guilds of highly-trained professionals, rightfully claiming exemption from certain of the economic and legal rules governing normal business activity on account of their unique services, they have metastasized into powerful labor syndicates, exploiting their privileged status to exact more and more tribute from the economy for ever-dwindling social benefits.

Within each of these institutions there remains (one hopes) a core of valid professionalism which it is in the interests of society to preserve. But surrounding this putative core is a husk of opportunism, incompetence, bureaucratic string-pulling, politicking, and plain hucksterism reminiscent of established religion at its worst. Gresham’s Law operates: when professionalism is replaced by its counterfeit, the true professionals are suffocated and dumped out, replaced by ever-greater numbers of cocky frauds.

All of this would merely be an unpleasant sidelight of modern life were it not for the sheer scale which professional bloat has achieved. Professions, after all, are part of the service economy. Their job is to render the productive side society more efficient and productive, through disease suppression and lifespan extension, crime and violence reduction, maintenance of financial rationality, and education of the young. Instead, they have become ends in themselves, drowning out the real producers in our society with wave after wave of middlemen, regulators, and certificate-awarders.

And so we get a health-care system touting itself as “the finest in the world,” but which is actually one of the worst in terms of measurable health benefits to the public weighed against its cost of maintenance. And a legal system in which simple everyday justice dwindles in direct proportion to the legions of Yuppie Law and Order fans graduated from law schools. CPAs live in morbid fear of a simplified tax code which would put three-fourths of them out of business. And the academic world charges America’s parents ridiculous fees for the privilege of indoctrinating their children in the latest frivolities of the Modern Language Association and its interdisciplinary equivalents.

Who pays for this waste? In the short run, of course, we do, whenever we visit the doctor or pay a tuition bill. But from an economic standpoint, it is not the consumer who pays but the business economy. For all of this is financial overhead, part of the cost of doing business in America. The businesses which actually produce value must pay their employees enough, either in the form of higher wages or higher benefits, to feed the voracious appetite of parasitic professionalism. They must subtract this cost from the profits which their enterprises yield. This subtraction reduces their competitiveness because it lowers the amount of retained profit which they can convert into investment capital to maintain and upgrade their operations.

The major source of this nasty situation was political: capitalism’s fear of socialism. Leftist agitation of the working classes against so-called capitalist exploitation frightened our business classes into believing that they needed to tolerate the growth of a vast middle class to buffer themselves against the specter of social revolution. The middle class was therefore allowed to play the role of mediator between labor radicalism and business conservatism. Their sociology changed from its old shopkeeper base to the professions, and the vast numbers of support staff which professionals claim to need. This new middle class was granted economic sustenance to finance its numerical increase on a scale sufficient to play its buffer role. Of course, once assigned this mediator status, the new middle class acquired a stranglehold (known as the Democratic party) over the political process which became extremely difficult to break.

The business world’s fear of polarization between working class and bourgeoisie could have been largely perceptual. We may never know. But one of the tools used to shield us from ever having to find out was the creation of today’s bloated middle class. Now that the notion of a class-conscious proletariat has joined its progenitors – Marxism, socialism, and communism – as just another abandoned storefront on the boulevard of mankind’s broken dreams, it’s time for capitalism to audit the price it pays to subsidize professional bloat, and the efficiencies that could be achieved from the “liquidation of the middle as a class” (apologies to a certain notorious historical figure).

Abolition of the middle class would require major reforms of the so-called professions that lie at its core. These reforms are not difficult to envision, since the normal operation of the business economy has already introduced most of them, although in forms distorted by the featherbedding of the current professionals whom they threaten. Medicine, for example, needs to fully abandon the sentimental Marcus Welby model of the independent, entrepreneurial practitioner in favor of a more rational, assembly-line method of delivering therapy. Diagnostic procedures should be more fully automated. “Heroic” interventions need to be minimized, in favor of prevention and disease-management techniques. Rigorous cost-efficiency models must be applied to all therapeutic modalities. The status of health care providers should be drastically reduced, to the level of well-trained mechanics. The MD degree should probably be eliminated.

In all of the professions, computerization, and reorganization based on computerization, will lend itself to a sharp reduction in the ranks of the middle class by converting “professionals” into ordinary workers, in much the same way that airline pilots are now being declassed into train drivers as a result of the computerized cockpit. As this process advances, enormous fiscal savings will accrue to the economy, making possible faster rates of growth and greater productivity across the board.

The middle class will emit thick clouds of rhetoric bewailing these reforms. Incipient fascism will be predicted, resurgent Dark Ages will be announced. Since this class is not capable of generating much in the way of real resistance, reformers ought not to be deterred. Instead, they should bear in mind what Leon Trotsky, an expert on classes headed for the “ashcan of history,” said about an opponent’s speeches: that they worked, not on the heart, nor on the mind, but on the nerves. So also with the rhetoric of the middle class.

Abolish the middle class. It will pay dividends. And it will clear the air!

Truth, Winston Churchill once famously said, is so precious that she must sometimes be accompanied by a bodyguard of lies. He was speaking, of course, of the role of deception in wartime. But if truth is so precious, then surely, when peace returns, she deserves to travel unprotected by such an unsavory escort.

For a long time, capitalism felt itself besieged by socialist-inspired class war. As result its defenders were obliged to employ the ideological equivalent of Churchill’s “bodyguard.” A propaganda of deception was the result. This propaganda aimed to disarm capitalism’s socialist foes by vindicating the system against charges which, whether or not they were true, posed significant dangers by mobilizing mass opposition to big business, the free market, private property, and other hallmarks of capitalist enterprise. Just because of the demagogic appeal which these charges possessed, it was necessary in many cases to deny their validity, even when they were in fact true, or at least truer than the propaganda would admit.

The problem with deception as a strategy is that it can often disarm its promoters along with its targets. Lies grow legs and generate intellectual confusion, leading to gross errors in the thinking and often actual practice of the liars. Capitalism once may have needed its “bodyguard of lies” for self-defense against socialism’s attacks. But no such need now exists. The socialist movement everywhere is ruined. So why keep the bodyguard on wages? He is costing more than he is worth.

Take for example the large-scale unemployment, and consequent impoverishment, that the recent financial crisis has inflicted on the working classes of the industrialized world. Most pro-capitalist propaganda accepts the liberal-socialist conventional wisdom that these are bad things, but argues that they are not intrinsic to capitalism and are instead mere anomalies, or the result of too much government meddling in the free market system.

But the truth is that they are good things, not bad, so all the arguments predicated on them being bad things are inherently false.

They are good because of the factual reality that workers are lazy and would prefer to be paid not to work. If they can’t make enough money to lead decent lives while not working, then they will work, but they will strive energetically (indeed, one of the few things they will do energetically) to convert their workplaces into pseudo-work places. In the absence of countervailing forces, they will do this by organizing themselves into trade unions and threatening strikes, and by mobilizing their voting power to enact laws to raise their wages, guarantee their job security, and reduce their workloads.

Capitalism’s way of counteracting these featherbedding techniques by the workers is mass unemployment. Unemployment creates economic conditions in which those desperate for any job at all compete in the employment market against those who already have jobs. The effect of course is to drive down wages and push up worker productivity – in other words, a sure-fire tonic against worker laziness.

A certain amount of unemployment must always be maintained for the sake of worker discipline. But a steep rise in unemployment is a sure sign that endemic worker laziness has become systemically intolerable and must be restrained by extraordinary means – usually a financial crisis, a recession, or in truly severe cases, a depression.

These simple economic facts are not new discoveries. They have simply been obscured by the “bodyguard.” But no enemy means no need for bodyguards. The truth that workers are lazy and shiftless unless whipped into shape by external force – ultimately, by the threat of starvation – is neither shameful nor self-serving. It is not shameful because without the necessary discipline, the world’s working masses would remain sunk in the slough of peasant sloth and brutality in which they subsisted for so many thousands of years before capitalism came long to rescue them. And it is not self-serving because such discipline benefits the whole world, not just the capitalists and their workers. All of history testifies to this. Especially recent history, which has witnessed the ignominious disintegration of capitalism’s only serious challenger – socialism.

So fire the bodyguard and tell the truth! It will pay dividends.

Drunken Nation

This article by Nick Eberstadt in the Spring 2009 World Affairs makes three things quite clear:

  1. The real target of the “Russian Menace”  is Russia itself, not the West.
  2. Russia’s “peaceful” defeat by America in the Cold War has been more devastating, ruinous and catastrophic than anything America’s other enemies have had to endure (except possibly the American South after the Civil War), and may well lead to the demographic and political liquidation of Russia as a nation.
  3. Russia’s gamble on oil and natural resource extraction as the basis for national recovery (essentially mortgaging the country’s future to Western finance capitalism, a banker’s speculation) contrasts instructively with China’s reliance on industrialization and labor power.
Critics of Soviet Communism were fond of referring to Stalin as “Ghengiz Khan with a telegraph.” Putin may well be Ghengiz Khan minus the Golden Horde.

Drunken Nation: Russia’s Depopulation Bomb

A specter is haunting Russia today. It is not the specter of Communism—that ghost has been chained in the attic of the past—but rather of depopulation—a relentless, unremitting, and perhaps unstoppable depopulation. The mass deaths associated with the Communist era may be history, but another sort of mass death may have only just begun, as Russians practice what amounts to an ethnic self-cleansing. 

Since 1992, Russia’s human numbers have been progressively dwindling. This slow motion process now taking place in the country carries with it grim and potentially disastrous implications that threaten to recast the contours of life and society in Russia, to diminish the prospects for Russian economic development, and to affect Russia’s potential influence on the world stage in the years ahead.
Russia has faced this problem at other times during the last century. The first bout of depopulation lasted from 1917 to 1923, and was caused by the upheavals that transformed the Russian Empire into the Soviet Union. The next drop took place between 1933 and 1934, when the country’s population fell by nearly 2 million—or almost 2 percent—as a result of Stalin’s war against the “kulaks” in his forced collectivization of Soviet agriculture. And then, between 1941 and 1946, Russia’s population plummeted by more than 13 million through the cataclysms and catastrophes of World War II.  

      The current Russian depopulation—which began in 1992 and shows no signs of abating—was, like the previous episodes, also precipitated by events of momentous political significance: the final dissolution of the Soviet Union and the end of Communist Party rule. But it differs in three important respects. First, it is by far the longest period of population decline in modern Russian history, having persisted for over twice as long as the decline that followed the Bolshevik Revolution, and well over three times as long as the terrifying depopulation Russia experienced during and immediately after World War II. Second, unlike all the previous depopulations in Russia, this one has been taking place under what are, within the Russian context, basically orderly social and political circumstances. Terror and war are not the engines for the depopulation Russia is experiencing today, as they have been in the past. And finally, whereas Russia’s previous depopulations resulted from wild and terrible social paroxysms, they were also clearly temporary in nature. The current crisis, on the other hand, is proceeding gradually and routinely, and thus it is impossible to predict when, or whether, it will finally come to an end.

A comparison dramatizes what is happening in Russia. Between 1976 and 1991, the last sixteen years of Soviet power, the country recorded 36 million births. In the sixteen post-Communist years of 1992–2007, there were just 22.3 million, a drop in childbearing of nearly 40 percent from one era to the next. On the other side of the life cycle, a total of 24.6 million deaths were recorded between 1976 and 1991, while in the first sixteen years of the post-Communist period the Russian Federation tallied 34.7 million deaths, a rise of just over 40 percent. The symmetry is striking: in the last sixteen years of the Communist era, births exceeded deaths in Russia by 11.4 million; in the first sixteen years of the post-Soviet era, deaths exceeded births by 12.4 million. 
      
      The Russian Federation is by no means the only country to have registered population decline during the past two decades. In fact, 11 of the 19 countries making up Western Europe reported some annual population declines during the Cold War era. On the whole, however, these population dips tended to be brief and slight in magnitude. (Italy’s “depopulation,” for example, was limited to just one year—1986—and entailed a decline of fewer than 4,000 persons.) Moreover, the population declines in these cases were primarily a consequence of migration trends: either emigration abroad in search of opportunity (Ireland, Portugal), or release of foreign “guest workers” during recessions or cyclical downturns in the domestic economy (most of the rest). Only in a few Western European countries (Austria, Denmark, Germany, the United Kingdom) did negative natural increase ever feature as a contributing factor in a year-on-year population decline. In all but Germany, such bouts of negative natural increase proved to be temporary and relatively muffled. 

So where, given these daunting facts, is the Russian Federation headed demographically in the years and decades ahead? Two of the world’s leading demographic institutions—the United Nations Population Division (UNPD) and the U.S. Bureau of the Census—have tried to answer this question by a series of projections based upon what their analysts believe to be plausible assumptions about Russia’s future fertility, mortality, and migration patterns.

Both organizations’ projections trace a continuing downward course for the Russian Federation’s population over the generation ahead. As of mid-year 2005, Russia’s estimated population was around 143 million. UNPD projections for the year 2025 range from a high of about 136 million to a low of about 121 million; for the year 2030, they range from 133 million to 115 million. The Census Bureau’s projections for the Russian Federation’s population in 2025 and 2030 are 128 million and 124 million,
respectively.

If these projections turn out to be relatively accurate—admittedly, a big “if” for any long-range demographic projection—the Russian Federation will have experienced over thirty years of continuous demographic decline by 2025, and the better part of four decades of depopulation by 2030. Russia’s population would then have dropped by about 20 million between 1990 and 2025, and Russia would have fallen from the world’s sixth to the twelfth most populous country. In relative terms, that would
amount to almost as dramatic a demographic drop as the one Russia suffered during World War II. In absolute terms, it would actually be somewhat greater in magnitude. 

Strikingly, and perhaps paradoxically, Moscow’s leadership is advancing into this uncertain terrain not only with insouciance but with highly ambitious goals. In late 2007, for example, the Kremlin outlined the objective of achieving and maintaining an average annual pace of economic growth in the decades ahead on the order of nearly 7 percent a year: on this path, according to Russian officials, GDP will quadruple in the next two decades, and the Russian Federation will emerge as the world’s fifth largest economy by 2020. But history offers no examples of a society that has demonstrated sustained material advance in the face of long-term population decline. It seems highly unlikely that such an ambitious agenda can be achieved in the face of Russia’s current demographic crisis. Sooner or later, Russian leadership will have to acknowledge that these daunting long-term developments are shrinking their country’s social and political potential.Marxist theory famously envisioned the “withering away” of the state upon the full attainment of Communism. That utopia never arrived in the USSR (or anywhere else for that matter). But with the collapse of Soviet rule, Russia has seen a pervasive and profound change in childbearing patterns and living arrangements—what might be described as a “withering away” of the family
itself.

In the postwar Soviet era, Russia’s so-called “total fertility rate” (TFR), which calculates the number of births a typical woman would be expected to have during childbearing years, exceeded 2.0—and in the early years of the Gorbachev era, Russia’s total fertility rate temporarily exceeded 2.2. After 1989, though, it fell far below 2.0 with no signs as yet of any recovery. Russia’s post-Communist TFR hit its low—perhaps we should say its low to date—in 1999, when it was 1.17. By 2005, the total fertility rate
in the Russian Federation was up to about 1.3—but this still represented a collapse of about two-fifths from the peak level in the Gorbachev years.
 
      In the late 1980s, near the end of the Communist era, there were just a handful of European countries (most of them under Communist rule) with higher fertility rates than Russia’s. By 2005, the last year for which authoritative data is available, there were only a few European societies (perhaps ironically, most of them ex-Communist) with lower rates. 

What accounts for the Russian Federation’s low levels of fertility? Some observers point to poor health conditions. And indeed, as we will see, Russia’s overall health situation today is truly woeful. This is especially true of its reproductive health. A consortium headed by the World Health Organization estimated that for 2005 a woman’s risk of death in childbirth in Russia was over six times higher than in Germany or Switzerland. Moreover, mortality levels for women in their twenties (the decade in which childbearing is concentrated in contemporary Russia) have been rising, not falling, in recent decades.
But Russia’s low fertility patterns are not due to any extraordinary inability of Russian women to conceive, but rather to the strong and growing tendency among childbearing women to have no more than two children—and perhaps increasingly not more than one. The new evident limits on family size in Russia, in turn, suggest a sea change in the country’s norms concerning family formation.In 1980, fewer than one Russian newborn in nine was reportedly born out of wedlock. By 2005, the country’s illegitimacy ratio was approaching 30 percent—almost a tripling in just twenty years. Marriage is not only less common in Russia today than in the recent past; it is also markedly less stable. In 2005, the total number of marriages celebrated in Russia was down by nearlyone-fourth from 1980 (a fairly typical Brezhnev-period year for marriages). On the other hand, the total number of divorces recognized in Russia has been on an erratic rise over the past generation, from under 400 divorces per 1,000 marriages in 1980 to a peak of over 800 in 2002.

In 1990, the end of the Gorbachev era, marriage was still the norm, and while divorce was very common, a distinct majority of Russian Federation women (60 percent) could expect to have entered into a first marriage and still remain in that marriage by age 50. A few years later, in 1996, the picture was already radically different: barely a third of Russia’s women (34 percent) were getting married and staying in that same marriage until age 50. Since the end of the Soviet era, young women in Russia are opting for cohabitation before and, to a striking extent, instead of marriage. In the early 1980s, about 15 percent of women had been in consensual unions by age 25; twenty years later, the proportion was 45 percent. Many fewer of those once-cohabiting young women, moreover, seem to be moving into marital unions nowadays. Whereas roughly a generation earlier, fully half of cohabiters were married within a year, today less than a third are.Is Russia’s post-Communist plunge in births the consequence of a “demographic shock,” or the result of what some Russian experts call a “quiet revolution” in patterns of family formation? At the moment, it is possible to see elements of both in the Russian Federation’s unfolding fertility trends. Demographic shocks tend by nature to be transient; demographic transitions or
“revolutions,” considerably less so. But this much is clear: to date, no European society that has embarked upon the same demographic transition as Russia’s—declining marriage rates with rising divorce; the spread of cohabitation as alternative to marriage; delayed age at marriage and sub-replacement fertility regimens—has reverted to more “traditional” family patterns and higher levels of completed family size. There is no reason to think that in Russia it will be any different.
 
     There are many ramifications of the dramatic decline in population in Russia, but three in particular bear heavily on the country’s prospective development and national security. First, when Western European nations reached the level of 30 percent illegitimate births that Russia has now attained, their levels of per capita output were all dramatically higher—three times higher in France, Austria, and Britain, and higher than that in countries such as Germany, Ireland, and the Netherlands. This means that Russia’s mothers and their children will be afforded far fewer of the social protections that their counterparts
could count on in Western Europe’s more generous welfare states.
 
      A second and related point pertains to “investment” in children. According to prevailing tenets of Western economic thought, a decline in fertility—to the extent that it occurs under conditions of orderly progress, and as a consequence of parental volition —should mean a better material environment for newborns and children because a shift to smaller desired family size, all else being equal, signifies an increase in parents’ expected commitments to each child’s education, nutrition, health care, and the like. Yet in post-Communist Russia, there are unambiguous indications of a worsening of social well-being for a significant proportion of the country’s children—in effect, a disinvestment in children in the face of a pronounced downward shift in national fertility patterns.
 
      School enrollment is sharply lower for primary-school-age children—99 percent in 1991 versus 91 percent in 2004. And the number of abandoned children is sharply higher. According to official statistics, as of 2004 over 400,000 Russian children below 18 years of age were in “residential care.” This means that roughly 1 child in 70 was in a children’s home, orphanage, or state boarding school. Russia is also home to a large and possibly growing contingent of street children whose numbers could well exceed those under institutional care. According to Human Rights Watch, over 100,000 children in Russia have been abandoned by their parents each year since 1996. If accurate, this number, compared to the annual tally of births for the Russian Federation, which averaged about 1.4 million a year for the 1996–2007 period, would suggest that in excess of 7 percent of Russia’s children are being discarded by their parents in this new era of steep sub-replacement fertility.

A third implication of the past decade and a half of sharply lower birth levels in Russia will be a drop-off in the country’s working-age population, and an acceleration of the tempo of population aging in the period immediately ahead. Barring only a steady and massive in-migration, Russia’s potential labor pool will shrink markedly over the coming decade and a half and continue to diminish thereafter.

In addition to its daunting fertility decline, Russia’s public health losses today are of a scale akin to what might be expected from a devastating war. Since the end of the Communist era, in fact, “excess mortality” has cost Russia hundreds of thousands of lives every year.

The 1960s and 1970s witnessed an increase in mortality rates for key elements of the Soviet population. But Russia’s health patterns did not correct course with the collapse of the USSR, as many experts assumed they would. In fact, in the first decade and a half of its post-Communist history the country’s health conditions actually became worse. Life expectancy in the Russian Federation is actually lower today than it was a half century ago in the late 1950s. In fact, the country has pioneered a unique new
profile of mass debilitation and foreshortened life previously unknown in all of human history. Like the urbanized and literate societies in Western Europe, North America, and elsewhere, the overwhelming majority of deaths in Russia today accrue from chronic rather than infectious diseases: heart disease, cancers, strokes, and the like. But in the rest of the developed world, death rates from these chronic diseases are low, relatively stable, and declining regularly over time. In the Russian Federation, by contrast, overall mortality levels are high, manifestly unstable, and rising.

The single clearest and most comprehensible summary measure of a population’s mortality prospects is its estimated expectation of life at birth. Russia’s trends in the late 1950s and early 1960s were rising briskly. In the five years between 1959 and 1964, for instance, life expectancy increased by more than two years. But then, inexplicably, overall health progress in Russia came to a sudden and spectacular halt. Over that 18-year period that roughly coincides with the Brezhnev era, Russia’s life expectancy not
only stagnated, but actually fell by about a year and a half.

These losses were recovered during the Gorbachev period, but even at its pinnacle in 1986 and 1987, overall life expectancy for Russia was only marginally higher than it had been in 1964, never actually managing to cross the symbolic 70-year threshold. With the end of Communism, moreover, life expectancy went into erratic decline, plummeting a frightful four years between 1992 and 1994, recovering somewhat through 1998, but then again spiraling downward. In 2006—the most recent year
for which we have such data—overall Russian life expectancy at birth was over three years lower than it had been in 1964.
 
      The situation for Russian males has been particularly woeful. In the immediate postwar era, life expectancy for men was somewhat lower than in other developed countries—but this differential might partly be attributed to the special hardships of World War II and the evils of Stalinism. By the early 1960s, the male life expectancy gap between Russia and the more developed regions narrowed somewhat—but then life expectancy for Russian men entered into a prolonged and agonizing decline, while continued improvements characterized most of the rest of the world. By 2005, male life expectancy at birth was fully fifteen years lower in the Russian Federation than in Western Europe. It was also five years below the global average for male life expectancy, and three years below the average for the less developed regions (whose levels it had exceeded, in the early 1950s, by fully two decades). Put another way, male life expectancy in 2006 was about two and a half years lower under Putin than it had been in
1959, under Khrushchev. 

According to the U.S. Census Bureau International Data Base for 2007, Russia ranked 164 out of 226 globally in overall life expectancy. Russia is below Bolivia, South America’s poorest (and least healthy) country and lower than Iraq and India, but somewhat higher than Pakistan. For females, the Russian Federation life expectancy will not be as high as in Nicaragua, Morocco, or Egypt. For males, it will be in the same league as that of Cambodia, Ghana, and Eritrea.

In the face of today’s exceptionally elevated mortality levels for Russia’s young adults, it is no wonder that an unspecified proportion of the country’s would-be mothers and fathers respond by opting for fewer offspring than they would otherwise desire. To a degree not generally appreciated, Russia’s current fertility crisis is a consequence of its mortality crisis.

How did Russia’s mortality level, which was nearly 38 percent higher than Western Europe’s in 1980, skyrocket to an astonishing 135 percent higher in 2006? What role did communicable and infectious disease play in this fateful health regression and mortality deterioration?

By any reading, the situation in Russia today sounds awful. The Russian Federation is afflicted with a serious HIV/AIDS epidemic; according to UNAIDS, as of 2008 somewhere around 1 million Russians were living with the virus. (Russia’s HIV nexus appears to be closely associated with a burgeoning phenomenon of local drug use, with sex trafficking and other forms of prostitution or “commercial sex,” and with other practices and mores relating to extramarital sex.) Russia also faces a related and
evidently growing burden of tuberculosis. As of 2008, according to World Health Organization estimates, Russia was experiencing about 150,000 new TB infections a year. To make matters worse, almost half of Russia’s treated tubercular cases over the past decade have been the variant known as extreme drug-resistant tuberculosis (XDR-TB).

Yet, dismaying as these statistics are, the picture looks even worse when we consider cardiovascular disease (CVD) mortality trends.By the late 1960s, the epidemic upsurge of CVD mortality in Western industrial societies that immediately followed World War II had peaked. From the mid-1970s onward, age-standardized death rates from diseases of the circulatory system steadily declined in Western Europe. In Russia, by stark contrast, CVD mortality in 1980 was well over 50 percent higher than it had been in “old” EU states as of 1970, and the Russian population may well have been suffering the very highest incidence of mortality from diseases of the circulatory system that had ever been visited on a national population in the entire course of human history. Over the subsequent decades, unfortunately, the level of CVD mortality in the Russian Federation veered even furtherupward. By 2006, Russia’s CVD mortality rate, standardizing for population structure, was an almost unbelievable 3.8 times higher than the population-weighted level reported for Western Europe.

Scarcely less alarming was Russia’s mortality rate from “external causes”—non-communicable deaths from injuries of various origins. The tale here is broadly similar to the story of CVD: impossibly high levels of death in a society that otherwise does not exhibit signs of backwardness. In Western Europe, age-standardized mortality from injury and poisoning, as tabulated by the World Health Organization, fell by almost half between 1970 and 2006. In Russia, on the other hand, deaths from injuries and poisoning, which had been 2.5 times higher than in Western Europe in 1980, were up to 5.3 times higher as of 2006.
 
      A broadly negative relationship was evident between mortality from injuries and per capita income. In other Western countries in 2002, an increase of 10 percent in per capita GDP was associated with a drop of about 2 points in injury deaths per 100,000 population. Yet Russia’s toll of deaths is nearly three times higher than would be predicted by its GDP. No literate and urban society in the modern world faces a risk of deaths from injuries comparable to the one that Russia experiences. Russia’s patterns of death from injury and violence (by whatever provenance) are so extreme and brutal that they invite
comparison only with the most tormented spots on the face of the planet today. The five places estimated to be roughly in the same league as Russia as of 2002 were Angola, Burundi, Congo, Liberia, and Sierra Leone. To go by its level of mortality injury alone, Russia looks not like an emerging middle-income market economy at peace, but rather like an impoverished sub-Saharan conflict or post-conflict society.

Taken together, then, deaths from cardiovascular disease and from injuries and poisoning have evidently been the main drivers of modern Russia’s strange upsurge in premature mortality and its broad, prolonged retrogression in public health conditions. One final factor that is intimately associated with both of these causes of mortality is alcohol abuse. Unlike drinking patterns prevalent in, say, Mediterranean regions—where wine is regarded as an elixir for enhancing conversation over meals and other social gatherings, and where public drunkenness carries an embarrassing stigma—mindnumbing,
stupefying binge drinking of hard spirits is an accepted norm in Russia and greatly increases the danger of fatal injury through falls, traffic accidents, violent confrontations, homicide, suicide, and so on. Further, extreme binge drinking (especially of hard spirits) is associated with stress on the cardiovascular system and heightened risk of CVD mortality.

How many Russians are actually drinkers, and how heavily do they actually drink? Officially, Russia classifies some 7 million out of roughly 120 million persons over 15 years of age, or roughly 6 percent of its adult population, as heavy drinkers. But the numbers are surely higher than this. According to data compiled by the World Health Organization, as of 2003 Russia was Europe’s heaviest per capita spirits consumer; its reported hard liquor consumption was over four times as high as Portugal’s, three times that of Germany or Spain, and over two and a half times higher than that of France. 

Yet even these numbers may substantially understate hard spirit use in Russia, since the WHO figures follow only the retail sale of hard liquor. But samogon—home-brew, or “moonshine”—is, according to some Russian researchers, a huge component of the country’s overall intake. Professor Alexander Nemstov, perhaps Russia’s leading specialist in this area, argues that Russia’s adult population—women as well as men—puts down the equivalent of a bottle of vodka per week. From the epidemiological standpoint, local-level studies have offered fairly chilling proof that alcohol is a direct factor in premature mortality. One forensic investigation of blood alcohol content by a medical examiner’s office in a city in the Urals, for example, indicated that over 40 percent of the younger male decedents evaluated had probably been alcohol-impaired or severely intoxicated at the time of death—including one quarter of the deaths from heart disease and over half of those from accidents or injuries. But medical and epidemiological studies have also demonstrated that, in addition to its many deaths from consumption of ordinary alcohol, Russia also suffers a grisly toll from alcohol poisoning, as the country’s drinkers, in their desperate quest for intoxication, down not only sometimes severely impure samogon, but also perfumes, alcohol-based medicines, cleaning solutions, and other deadly liquids. Death rates from such alcohol poisoning appear to be at least one hundred times higher in Russia than the United States—this despite the fact that the retail price in Russia today is lower for a liter of vodka than a liter of
milk.

Josef Stalin is said to have coldly joked that one death was a tragedy, while one million deaths was just a statistic. This comment seems to apply to post-Communist Russia as well to Stalin’s own deranged regime. For the better part of a generation, Russia has suffered something akin to wartime population losses during year after year of peacetime political order. In the United Nations Development Program’s annually tabulated “Human Development Index,” which uses health as well as economic data to measure a country’s living standards as they affect quality of life, Russia was number 73 out of 179. A country of virtually universal literacy and quite respectable general educational attainment, with a scientific cadre that mastered nuclear fission over half a century ago and launches orbital spacecraft and interplanetary probes today, finds itself ranked on this metric between Mauritius and Ecuador.

In the modern era, population decline itself need not be a cause for acute economic alarm. Italy, Germany, and Japan are among the societies where signs of incipient population decline are being registered nowadays: all of these are affluent countries, and all can anticipate continuing improvements in their respective levels of prosperity (albeit at a slower tempo than some might prefer). Depopulation with Russian characteristics—population decline powered by an explosive upsurge of illness and mortality—is altogether more forbidding in its economic implications, not only forcing down popular well-being today, but also placing unforgiving constraints on economic productivity and growth for tomorrow. 

As we have already seen, it is Russia’s death crisis that accounts for the entirety of the country’s population decline over the past decade and a half. The upsurge of illness and mortality, furthermore, has been disproportionately concentrated among men and women of working age—meaning that Russia’s labor force has been shrinking more rapidly than the population overall. Health is a critical and central element in the complex quantity that economists have termed “human capital.” In the contemporary international economy, one additional year of life expectancy at birth is associated with an increase in per capita output of about 8 percent. A decade of lost life expectancy improvement would correspond to the loss of a doubling of per capita income. By this standard, Russia’s economic as well as its demographic future is in jeopardy.

It is not obvious that Russia will be able to recover rapidly from its health katastroika. There is an enormous amount of “negative health momentum” in the Russian situation today: with younger brothers facing worse survival prospects than older brothers, older brothers facing worse survival prospects than their fathers, and so on. Severely foreshortened adult life spans can shift the cost-benefit calculus for investments in training and higher education dramatically. On today’s mortality patterns, a Swiss man at
20 has about an 87 percent chance of making it to a notional retirement age of 65. His Russian counterpart at age 20 has less than even odds of reaching 65. Harsh excess mortality levels impose real and powerful disincentives for the mass acquisition of the technical skills that are a key to wealth generation in the modern world. Thus Russia’s health crisis may be even more generally subversive of human capital, and more powerfully corrosive of human resources, than might appear to be the case at
first glance.

Putin’s Kremlin made a fateful bet that natural resources—oil, gas, and other extractive saleable commodities—would be the springboard for the restoration of Moscow’s influence as a great power on the world stage. In this gamble, Russian authorities have mainly ignored the nation’s human resource crisis. During the boom years—Russia’s per capita income roughly doubled between 1998 and 2007—the country’s death rate barely budged. Very much worse may lie ahead. How Russia’s still-unfolding demographic disaster will affect the country’s domestic political situation—and its international security posture—are questions that remain to be answered.
